Fixes implemented recently: Mid point peg orders, Capital Utilization, and backtest worker machines.

The Software Engineering team fixed:
1. a bug where midpoint peg orders were giving incorrect fills with sometimes wild prices.
2. a bug where cancelling an order would not trigger a re-calculation of pending_capital. Now when you cancel an order all account attributes are correctly re-calculated

Not to be outdone the DEVOPS team jumped in and corrected a problem with one of the cloud worker computers that was inappropriately failing working jobs.
